Name Dropping

North Shore Congressman Mark Kirk (R-Ill.), also an officer in the Naval Reserve, was pinned by President Bush on Wednesday. Kirk was promoted to Navy commander from lieutenant commander. Normally, a superior officer pins on the new rank, but the commander in chief did the honors for Kirk at the Oval Office.
